Many major retail businesses require a "personal" investment from an individual prior to "opening" that business. While KC can't do that for all individuals, it can be done on a case by case basis on a payback format. The individual will payback the amount fronted by the city along with a nominal percentage given to the city. This individual would have to be in the "area" of economic development.
